What "Make in India certification" means for SD-WAN

No ministry issues a "Make in India" certificate for a network product. Preference in public procurement comes from the Public Procurement (Preference to Make in India) Order, 2017, last revised by DPIIT on 19 July 2024. The order sets the rules.

  • Class-I local supplier: the item offered has at least 50% local content, unless the nodal ministry has notified a higher figure.
  • Class-II local supplier: at least 20% local content, but less than the Class-I threshold.
  • Margin of purchase preference: 20%.
  • Self-certification: at bid time, the supplier states the local-content percentage and the location of value addition.
  • Above Rs 10 crore: the supplier adds a certificate from its statutory or cost auditor, or from a practising cost or chartered accountant.

So Class-I status is declared for the item offered in each bid. Tender teams should ask every bidder for the declaration, the local-content percentage and the location of value addition.

What you get from us: Nexapp is a Class-I local supplier under the PPP-MII Order. We are an Indian OEM. We design Instaroute routers and develop NexappOS and the management platforms in India. With each bid, you get a local-content declaration and certificate, matched to the item and BoQ line you are buying. For a full explanation of the order, read Class-I local supplier and PPP-MII for network equipment. For how we support public-sector bids, see government and PSU.

TEC MTCTE: which Nexapp routers are certified

A router sold in India must carry MTCTE certification if its category is notified. DoT set up the scheme through the Indian Telegraph (Amendment) Rules, 2017 (G.S.R. 1131(E), 5 September 2017). Designated labs test equipment against TEC's Essential Requirements, and TEC issues the certificate. You can search every certificate on the public MTCTE portal.

Nexapp's certificate 244903206 was issued on 24 March 2025 in the IoT Gateway category (Mandatory) and is valid to 23 March 2035.

How to check it yourself: search the certificate number on the MTCTE portal and match each model name on your BoQ to the register.

MTCTE and ComSec are different checks. Since 1 July 2024, IP routers have also needed security certification from the National Centre for Communication Security (NCCS) under the ComSec scheme, against the ITSAR for IP routers. Nexapp's certificate 244903206 is an IoT Gateway certificate. It is not a Wi-Fi CPE certificate. We publish ComSec status for a model only once it is issued. For the full picture, read Is MTCTE mandatory for routers?

IEC 62443 for industrial routers

Your OT team will ask whether the router at the substation or plant meets an industrial security standard. ISA/IEC 62443 is the international series for industrial automation and control system security. It covers how products are developed and what security capabilities components must have. Nexapp products hold IEC 62443 certification. Ask us for the certificate and its scope before you cite it in a bid.

This supports your own zone-and-conduit design. On Instaroute routers, the zone firewall and encrypted VPN tunnels act as controlled conduits between your OT zones and the enterprise network. See manufacturing and energy and utilities for how this is used.

ISO certifications for the company

Your vendor's own processes matter as much as the box. Nexapp holds four management-system certifications at company level:

  • ISO/IEC 27001:2022 for information security management.
  • ISO/IEC 20000-1:2018 for IT service management.
  • ISO 9001:2015 for quality management.
  • ISO 14001:2015 for environmental management.

Certificates are available on request. Check the scope statement on each one against the service you are buying, for example hosted management or NOC operations.

Trusted sources for telecom networks

If you hold a telecom licence, a separate rule applies. DoT amended telecom licences in March 2021 so that licensees connect only trusted products from trusted sources. The designated authority is the National Cyber Security Coordinator. The Trusted Telecom Portal went live on 15 June 2021. We state trusted-source status only for products listed on that portal. If you are a telecom operator or its system integrator, ask us for the current position before you place an order.

What this page does not list

Some buyers ask about BIS registration, GeM listings, NCCS ComSec certificates, trusted-source status or a published local-content percentage. We have not published any of these on this page. The local-content percentage is stated in the declaration for each bid. Ask our team for the current position on each one before you rely on it in a bid. When they are issued, we will add them here with the same detail as the certificates above.

How we support your tender

  • Certificate pack: ISO certificates, the TEC MTCTE certificate and the IEC 62443 certificate, matched to the models in your BoQ.
  • Class-I local-content declaration and certificate for each bid, with the location of value addition.
  • Datasheets and specifications that match your BoQ lines.
  • OEM authorisation (MAF) for authorised partners bidding on your behalf. See the partner programme.
  • Security evidence: a cryptographic bill of materials (CBOM), India-resident or self-hosted management and logs, and hybrid post-quantum encryption. See trust and security and post-quantum cryptography.

Frequently asked questions

Is there a government "Make in India certification" for SD-WAN?

No. Preference in Indian public procurement comes from the PPP-MII Order, 2017.

Under it, the supplier self-certifies the local content of the item offered: at least 50% for a Class-I local supplier and at least 20% for Class-II. Above Rs 10 crore, an auditor's certificate is also needed. Nexapp is a Class-I local supplier, and gives you a local-content declaration and certificate with each bid.

Is Nexapp a Class-I local supplier?

Yes. Nexapp is a Class-I local supplier under the Public Procurement (Preference to Make in India) Order.

A local-content declaration and certificate are provided with each bid. Nexapp is an Indian OEM that designs its routers and builds its NexappOS in India.

Which Nexapp routers are TEC MTCTE certified?

TEC MTCTE certificate 244903206, valid to 23 March 2035, covers the IR11004GS, IR11004GSW, IR11004GD, IR11004GDW, IR1180DM, IR1190DMG, IR1105-ODU-4G, IRX100-5G and IRX1160-ODU-5G.

It does not cover the IRX100-5Gv2 or the Enterprise X Series edges (IRX400 to IRX5000). You can check it on the public MTCTE portal.

Are Nexapp routers IEC 62443 certified?

Nexapp products hold IEC 62443 certification.

Ask us for the certificate and its scope, including which models it covers, before you cite it in a bid.

Which ISO certifications does Nexapp hold?

ISO/IEC 27001:2022 (information security), ISO/IEC 20000-1:2018 (IT service management), ISO 9001:2015 (quality) and ISO 14001:2015 (environment), all at company level.

Certificates are available on request.

Is MTCTE the same as NCCS ComSec security certification?

No. MTCTE certifies telecom equipment against TEC's Essential Requirements.

ComSec is NCCS security certification against ITSAR, required for IP routers since 1 July 2024. Nexapp's MTCTE certificate 244903206 is in the IoT Gateway category. We publish ComSec status for a model only once it is issued.

Is Nexapp CERT-In certified or RBI approved?

Neither CERT-In nor RBI certifies network products.

Your obligations under CERT-In's Directions and RBI's Directions sit with your organisation. Nexapp gives you the controls and evidence that help you meet them. See the trust page.

How do I get the certificates for a tender?
